Every animal has six research-based ratings from 0 to 100. The power index weighs them: attack 28%, defense 25%, agility 16%, stamina 14%, special 10%, intelligence 7%. Tiers use fixed cutoffs, not quotas.

No. Ratings are absolute: a bullet ant can be incredible for its size and still rank far below a wolf, which is why small animals sit in the lower tiers.
